Dangerous Conditions of Roadways

Public Entity Risk Management Authority (PERMA) is sponsoring a webinar for PERMA members on Dangerous Conditions of Roadways, and what PERMA members can do to mitigate the potential for dangerous condition liability claims. Rock Miller, P.E. is an expert witness, and will present a webinar which will address the different types of dangerous or defective conditions of roadways, and the standard of care as outlined in the MUTCD and design guides. Mr. Miller will also discuss best ideas for design immunity, how to preserve design immunity, and how it can be lost. In addition, he will review different safety monitoring systems and roadways with the greatest exposure to dangerous condition claims.

Mr. Miller is a registered Traffic and Civil Engineer in the State of California and has more than 45 years of transportation engineering, planning, design, and operations experience. He has formerly served as City Traffic Engineer for Costa Mesa and staff engineer with the County of Orange. He is thoroughly familiar with the latest capabilities and requirements and expected from cities and municipal governments. For more than 35 years, Mr. Miller has been a consultant at the senior or principal level in the field of traffic engineering, traffic safety, and circulation design.
