Courtney Ramirez, Senior Vice President, Public Entity Group - Courtney joined the Alliant Insurance Services team in 2006. Her expertise is in the public entity sector with an emphasis in municipalities including local governments and states, pooled risks, transit agencies, K-12, higher education, housing authorities and airports. Courtney enjoys a challenge and likes to think outside of the box. She has been heavily involved in finding solutions to address some of the most unique needs of many of Alliant’s public entity clients. This includes establishing a platform to control costs for state lottery agencies and developing the Alliant Deadly Weapons Response Program (ADWRP) for active shooter coverage. Courtney enjoys educating others and is proficient in reading contracts and providing recommendations for insurance requirements to mitigate risk for her clients.

Suzanne Rhulen Loughlin, Founder and General Counsel, CrisisRisk Strategies, LLC. - Suzy has extensive consultative experience in crisis management and crisis communications planning and response on behalf of clients ranging from some of the world’s largest global companies to educational institutions (P-12 and higher education, public and private) and governmental entities. Her hands-on crisis management experience, combined with her training and practice in legal exposures, enables Suzy to provide critical decision support to clients in urgent crisis events. Before founding CrisisRisk, Suzy co-founded Firestorm Solutions, a nationally recognized crisis management firm, served as Chief Administrative Officer and General Counsel of a NASDAQ company, Director and Chief Administrative Officer of a NYSE insurance holding company, a litigator with a major New City law firm, and Managing Attorney of a law firm with multiple offices throughout the country.

New course content is introduced at each session, participants should plan to attend all four sessions.

Course Content

This course includes accessibility requirements and the role of public entities to comply with the Americans with Disabilities Act (ADA) and related accessibility standards and regulations. You will understand the core accessibility requirements of the ADA, methods to comply with the ADA, and ways to reduce the risk of discrimination toward persons with disabilities. Policies and strategies will be outlined to provide access to programs, services, activities and facilities of a public entity. Course content includes the job functions of the ADA Coordinator, which include effective, accessible communication, tracking data such as complaints and grievances, managing the public input process, developing policies (e.g., for service animals, emergency evacuations, alternate formats), and implementing and overseeing the entities self-evaluation and transition plan. Americans with Disabilities Act, Title II, California Building Standards Code (Title 24, California Code of Regulations), Section 504 of the Rehabilitation Act of 1973, California Fair Employment and Housing Act (FEHA), other federal and state accessibility standards and regulations will be clarified. An overview of requirements of construction and remodeling will be introduced by discussing key elements of the built environment that need to be accessible.

The training will spend time on lessons learned from actual cases. The training will also look at the insurance requirements for certain types of contracts. As well as a review of ISO forms commonly used by insurance carriers. The training examines processes for ensuring the effectiveness of contractual risk transfers, and identifies problems that may arise if contracts are not properly reviewed and their risks managed.
